Depends: If cauda equina syndrome is detected early, neurogenic bowel and bladder symptoms can resolve after neurosurgical correction. Nerve damage can be so severe that regrowth is impossible and the damage is permanent. There is currently no surgery to restore function to a neurogenic bowel and long term catheterization is often required.

Depends: Cauda equina refers to the nerves emanating from the bottom of the spinal cord. If they are poorly functioning, remedy would be based on the cause of the dysfunction. The cause would require a thorough evaluation by a clinician likely supplemented by diagnostic studies.
