It could be a hernia: Technically stretch marks can not get a hernia, but you could have a hernia below a stretch mark. A hernia occurs whenever the fascia of the abdominal wall comes apart to allow tissue to bulge through below. The fact that you have a red and painful bump suggest a possible abscess. I recommend you see a doctor.
