my baby is 2 months old, and he is now having some sort of chest retractions but only after my wife changes his diaper.? (has shots, no other issues)

Any fever?: Chest (intercostal) retractions may mean increased work in breathing when he fusses. When in doubt, check it out by having his pediatrician check his heart & lungs. If he's alert, afebrile & feeding well, you could probably wait for an office visit in am.
