Is there a foot/ankle nerve or blood vessel entrapment that causes a formerly neutral foot to have a "lateral foot drop" tilted down towards outside?

Yes...: Though regular "leg crossing" can cause symptoms such as these, there a number of other, more acute and troubling, causes to consider. Lumbosacral nerve compression on one side, anatomical, muscular or vascular problems need to be ruled out. Please see a neurologist now!
