Yes if sustained: Increase heart rates, sustained even for a short period of time can cause heart failure.

It depends: If one has intermittent short runs of atrial tachycardia, it might not be dangerous; sustained runs are of greater concern. More important is to determine the underlying cause of the arrhythmia. This entails knowing ones blood pressure, heart muscle and valve status (echocardiogram).
