Yes: Palpitations are sometimes a subjective feeling of an irregular heart beat but are often an objective finding of a heart beat that is irregular (not in "sinus") or having occassional irregular beats. Also, an ECG is just a quick screenshot of your heart - if you are having palpitations not showing up, you may need a 24 hour event monitor.

Depends: It depends on cause. Palpitations often are found to be not heart related. Only causes that are due to changes in the heart beat such as premature beats or pauses will be found on ecg.
