Debatable: There is great debate if tongue tie (aka ankyloglossia) causes speech issues. In theory, tongue tie may limit the motion to the top of the palate or teeth. So any consonants like "l" or the "th" sound may be an issue. Usually the issue is whether or not the child can breast feed well with tongue tie.

Development: I agree with dr ghaffar's answer. I have also seen children present with a lateral lisp. Please note that aberrant tongue function cause dent-facial growth anomalies that will require orthodontic correction. Have the short mandibular lingual frenum treated. Ask your dentist for referral.
