Eye strain can: Certainly precipitate tension headaches. The most common locations for tension headaches are the temples and the base of the skull/upper neck.

Sounds like it: Tension headaches result from stress and contraction of the muscles around your skull and neck. If the muscles in your temples contract you can have a band-like headache and the muscles can indeed be tender to the touch.
