My 3yo daughter's weight is around 60th percentile and her height is 30th. will this always be the case, or can she have a growth spurt and even out?

Thin out : Ensure a healthy diet and daily physical activity. If she gains weight out of proportion to height gains it is best to address this now rather than later with her pediatrician. No way to predict for certain if she will be overweight. If parents or older siblings are overweight this may become a trend for her if not careful.

Height growth: Genes and environment ( food and exercise) seem to play important role on height growth. Genes you can't control. Give her environmental stimulus and see the results.
