No: I am not sure what you are describing without actually there to examine you -- but you need to see the heart surgeon again if you are concerned -- and to make sure you don't have a surgical complication of thoracic outlet.

Not really: Some times the neck veins are used for monitoring and may get thickened. With post op weight loss the muscles may be more obvious.
