Seek out an exam: Candida might be an issue if the penis is uncircumcised and the foreskin is repeatedly infected. I am concerned why a 28 year old male has experienced a uti. That is not common and needs to be thoroughly evaluated by a urologist.

Hard to know: It should not be swollen after 2 months, and should be seen by a professional in order to establish a diagnosis and treatment.
