NOT QUITE : The dura covers the brain and spinal cord and underneath is the arachnoid. The epidural space is outside the dural coverings.

It's a Ligament!: The epidural space is entered by first going through several layers, in the following order: skin, fat (under the skin), supraspinous ligament, interspinous ligament, ligamentum flavum, epidural space. So, the answer to your question is: a ligament, the ligamentum flavum.
