Abcess?: Difficult to tell by your description. The white could be macerated tissue from too much topical antibiotic, or it could be an abscess, if you feel fluid under the skin. I would recommend seeking a professional consultation with a podiatrist, who will evaluate you clinically.

If you have pain: Fo see a podiatrist to help relieve the pain or actually eliminate it. Often times a fungal nail causes thickness and the nail grows in all kinds of directions including into the skin. A podiatrist can take that ingrown out 1-2-3 for you and end your misery.

Pain, redness.: Redness and pain along the nail border, sometimes with drainage indicates an ingrown toenail. If your ingrown nail is infected, you'll likely need antibiotics, and possibly a nail procedure. While waiting to see your doctor, soak the toe 10 min/day in luke warm water and epsom salts, use a small amount of topical antibiotic ointment, and cover with a bandaid.
