Telangiectasia : What you describe is either telangiectasia or spider angioma. These are just dilated vessel in the skin and are just mild cosmetic nuisance. Telangiectasias are cause by sun damage or aging , spider angioma are cause by hormones or aging. Both are common on the chest . If they bother you or for additional information see a doctor.
