Many causes: There are literally hundreds of conditions, diseases, and irritants that can cause red spots. See an oral and maxillo-facial surgeon for definitive diagnosis. This is not a question that can be answered without the problem being visualized by a doctor.

Petechiae: There are many reasons red spots can appear on the roof of the mouth. None good. See an oral surgeon as soon as possible!

Lesions?: Red spots can be a number of different things. Do you have pain? Have you ever had any viral lesions in your mouth or lips before? Did you eat something odd? I would suggest a visit to your dentist for an evaluation to see what is going on in your mouth.
