Croup: It depends on how much difficulty your child is having to breath? Is his breathing noisy( stridor)? If drinking ok can use humidifier to manage but if trouble breathing then er is recommended.

Tough call: Often kids get better just by being taken out and breathing cold air, which makes them better on the way to the er. Try that first.
