Depends on SW: Most sw's have knowledge of social programs on the state and federal level, however, this depends on the setting they work in. Hospital sw have more knowledge pertinent to hospitalized patients, whereas those working in the office setting have more of it for the patients they see. As far as government per say, they have no better knowledge than an average person should have. Not sure on finances.

Social workers, used car salesmen, carpenters, doctors, dentists, etc., bring with them their unique education, background, and skills. We all are equipped with a unique capacity to understand and integrate a knowledge of finance and government. Many professionals have or may not have had special courses in college/university
