Yes: It is never normal to see blood in your stool. This is a common symptom of proctitis or hemorrhoids but further evaluation is needed with a colonoscopy or sigmoidoscooy.

Could be : Hard to say based on one event. But if it continues would get evaluated. Hemorrhoids , abscesses, proctitis IBD can all present that way.
