Yes: Age 21 is plenty old enough to be an alcoholic. If a 21 year old drinks too much, goes binge drinking, gets dui's, is under the influence of alcohol at school or at work, etc., then it is time to see the doctor and to arrange a trip to the local aa meeting.

Yes: I've seen it as early as the mid teens. As an escape mechanism it may start as early as a kid decides to begin experimentation which is often at the onset of puberty.
