Yes/No: It could be a seperate hip issue, but it could also be all from your back. In either case you are young for either issue. You need xrays or MRI of both areas.

Hip pain: Yes, sounds like upper lumbar disc/spur/stenosis issues with referred pain th groin. Can still have additional hip arthritis on top of this. Check with orthopedic surgeon, get imaging.
