Is riddex dangerous for persons that have pacemakers?

No: Should not be, I am not sure how riddex works (and as an aside, judging by its reviews, it apparently doesn't!), but it does not generate a magnetic field and unless it does that, it does not interfere with the workings of a permanent pacemaker.
