Pressure in arteries: The pressure in the arteries when the heart contracts is the systolic blood pressure and when it relaxes the pressure is the diastolic pressure. It could be measured directly by putting a needle into an artery or indirectly with a blood pressure cuff.

Upper and lower: Systolic pressure is the upper number and reflects the pressure generated when the heart contracts. Diastolic pressure is the lower number and reflects the residual pressure in your blood vessels when the heart is resting between beats. Altho expressed x/y, it's not a fraction. It's just a shorthand way of giving both values.
