The : The criteria for bone marrow donation is more stringent, so no you will probably not be acceptable as a marrow donor due to the history of recurrent cancer.

See your derm: Having a history of melanoma increases your risk for developing an additional one. You should alert your dermatologist about the new spot on your toe.
