If : If it is a small amount of blood with wiping and resolved quickly, not necessarily. However, should this continue, it would be deemed a change in bowel habitus and should be evaluated. People often assume that they know the cause for their bleeding (i.e., constipation, hemmorrhoid) and while they may have that condition, it doesn't automatically mean that is where the blood is coming from.
