Hard : Hard to tell without a clinical examinaton so i would see a dermatologist. Perhaps they are lichen nitidus (a "variant" of eczema). If so, a topical steroid cream might be effective. Read more about eczema treatment at the link below. I hope that helps!

Approximately 3 months ago, I noticed tiny bumps on the top of both my hands, but only in a patch. The skin will sometimes return almost to normal, but then will become red, dry looking, and itchy. Also have a somewhat similar patch on my calf now.
