Approximately 3 months ago, i noticed tiny bumps on the top of both my hands, but only in a patch. the skin will sometimes return almost to normal, but then will become red, dry looking, and itchy. also have a somewhat similar patch on my calf now.

See dermatologist: Although this sounds like an eczema or a contact dermatitis, I suggest that you visit your dermatologist for eval and poss tx.
