If : If your dad is urinating blood, he has what is called hematuria. He should go to his primary care doctor, who should refer him to a urologist. If he feels that he is not emptying well his bladder, he should go to the E.R. Any person with hematuria needs a complete workup to rule out genitourinary cancer. The workup consists of a urine exam and culture, urine cytology, cystoscopy, ct urogram and a psa test.

Sorry : Sorry to hear about your dad's troubles. Difficult to know how to answer w/o knowing exactly what he's taking and what other medical issues he has. That's why it's important for him to go see his family physician. Affordable low cost, possibly free, health care is available by searching online. In the meantime, anti-inflammatories such as Ibuprofen and Naproxen are available over-the-counter but can lead to bleeding/bruising issues. These drugs can also damage the kidneys. Tobacco (you didn't mention this) can increase risk for bladder cancer which presents as painless bloody urine. Painful bloody urine can also be due to infection or stones. Prostate issues might also cause bloody urine. Either way, your dad needs to go see his family physician. Good luck!
