This : This is very difficult to answer without a clinical examination. Could be many diagnoses including psoriasis, eczema, lichen planus (all can be seen on the penis), or possibly molluscum contagiosum, warts, or another std. I would recommend you see a dermatologist but also there are a few pictures of these conditions at the link below. I hope that helps a little.
