This : This is perhaps atopic dermatitis, a common condition seen in infants and young children (see picture below). Perhaps try cerave hydrating cleanser and cerave cream. When you get insurance, i would see a dermatologist to discuss options. She probably also needs a prescription cream/ointment to make her better. I hope that helps.
