Some gene influence: There is a slight increase in type 1 diabetes in some families. Some populations like in finland have 2x the frequency of type 1 than the us. It is more common in caucasian that afroamerican groups. Some researchers offer testing to identify individuals with increased risk but this is not widely available.

Yes: In most cases of type 1 diabetes, people need to inherit risk factors from both parents. We think these factors must be more common in whites because whites have the highest rate of type 1 diabetes. Because most people who are at risk do not get diabetes, researchers want to find out what the environmental triggers are. Ada source.

NO, but...: Type 1 diabetes is an autoimmune condition and so can strike anyone. But some ethnicities are more prone to it and so are some families. Generally, first order family members of an affected person have a slightly higher chance. Identical twin has almost 50% chance of incidence. See below for more info.
