It : It sounds like you may been dealing with a circulation problem, thyroid issue, nerve problem (neuropathy), or a condition called raynaud's phenomenon (problem with your arteries resulting in cold feet). Cold hands...warm...: Temperature is controlled by the nervous system. Brain sends signals to your extremities to monitor how much blood gets around. It is not an uncommon problems at all. If there is any pain associated with this, you may want to get your legs checked. Being in Texas, it would be hard to say that you have Raynaud's phenomenon...but it could be possible.
