Is a blood pressure of 135/99 high my dad had a blood pressure last night of 170/70 then today it was 153/103 and then a hour later it went to 135/99 does this mean he has blood pressure problems.

Yes : Yes your father has high blood pressure (hypertension). He should be seen by his doctor right away for evaluation and treatment. Lastly, if he is experiencing chest pain or palpitations he should be seen urgently.

Yes, that's high BP: That's diagnostic of elevated bp. Your dad should see his doctor for evaluation and treatment. Elevated bp, if untreated, is associated with development of heart disease, kidney disease, and stroke. So yes, i'd get treated.
