If : If your child says she can't swallow then this is an urgent situation and needs medical attention right away. She may have a throat infection, a peritonsilar abscess (medical emergency) allergic reaction amongst other things. By the date of this post i hope this issue has been resolved, but for anyone reading a situation such as this needs immediate medical attention.
