Depends: Men who are interested in transforming into women use estrogen to feminize their bodies which also results in breast development. However, the amount of breast development is variable & many of these patients also get breast augmentation. This treatment is not indicated in women because they have been exposed to estrogen since puberty & their breast tissue will not respond to additional estrogen.
