Yes: On average, girls seem to speak at an earlier age than boys do, but there is great variation among individual children. Thus, one can find boys who started speaking early, and also find girls who started late. Boys and girls are genetically different, so they have differences in their brains. Also, parents "unintentionally" speak to their boys differently compared to they way they speak to girls.
