Needs a full eval: Failure to have menses by 16 is abnormal. If you add this to periods of abdominal pain & the otherwise developed young woman may have a problem that needs medical attention.Sometimes the vaginal opening is covered by a full membrane rather than a partly open hymen.This can prevent menstrual flow & lead to the symptoms you describe.
