No: Hydroeceles are benign swelling of the testicles. Treatment includes drainage with a needle or making an incision in the scrotum to drain the fluid directly. Unless there is abdominal pathology causing the pathology that needs to be addressed, laparoscopic treatment is not an option.

No way: Hydrocele is in the scrotum and only skin deep. Laparoscopy is performed in the abdomen thru the abdominal wall.

Yes and no: In children, they can because the cause is a patent channel between the abdomen and the scrotum which can be accessed via laparoscopy. However, this is rarely indicated. In adults, the answer is no.
