No: No, skin cancer does not cause or increase your chances of developing a primary bladder cancer. Other risk factors cause bladder cancer but not skin cancer.

No...: Theoretically a skin cancer could metastasize to the bladder, but that would be extremely unusual. Also, technically, this also would not be a case of the skin cancer 'turning into' the bladder cancer.
