Venous congestion: The most common part of the colon removed for diverticulitis is the sigmoid colon, which is on the left side. The blood vessels behind this part of the colon connect to those that go to the left testicle, therefore it would be possible for those vessels to be either injured or more likely irritated by the surgery , thus resulting in swelling and possibly venous congestion which would extend to test.

Anatomy: The cords that the testicles hang from ( like a light bulb hanging from a cord) come from inside the abdomen, in a location called the space of retzius. That space is often entered while removing the sigmoid portion of the colon, the most commonly involved segment tid colon for diverticular disease. Will get better with time. Consider as corral support. See your surgeon for more specifics.
