It depends: Healing process is hard to accelerate. It is important to know what the swelling is from. If you are post-surgical and have swelling elevation and motion can help decrease fluid retention. If there was an undiagnosed injury a good exam and appropriate treatment will help get you in your way to less swelling.

Ice, elevate: It is first critical to be sure you do not have an infection. That would need to be treated with antibiotics or drained. Next you need to make sure it is not broken. If the force was great enough, then you need an xray. Otherwise, if there is swelling from a bruise, elevation and ice should do the trick.
