Not really: Flat feet can happen for a number of reasons from normal aging to loss of activity of the primary arch support, the posterior tibial tendon. Strengthening of this tendon can help minimize pain early in the disease state. In later stages, it will not help. In any case, a fallen arch will not come back with exercise.
