Yes: Smokers and former smokers can donate their lungs; we obviously only use lungs from light to moderate smokers. Heavy smokers lungs are usually to impaired to be used for organ donation.

In genreal no...but.: In general no. But it would depend on how much smoking was done, and the actual condition of the lungs at the time of death. For example, if you smoked 1/2 a pack a day for six months 30 years ago and stopped, that would be very different from a 2 pack a day smoker for 30 continuous years.
