Yes: You should slowly build up your routine. Your body and foot will need time to adjust to the increase in demand. You may want to ask ur doctor what type of fracture was it and the cause. Some fractures of the foot are associated with repetitive exercise such as running.

Maybe yes maybe no: Depends on what type of fracture it is. After pt and time you can build back the muscle strength and eventually regain your speed.
