No harm: Aloe vera is unlikely to cause any harm and i see no problem with applying this if it makes the skin appear smoother; however, by itself, it is unlikely to provide any direct rejuvenating effects.

Yes-partially: It's a good moisturizer, but probably won't change the wrinkles very much more than any other moisturizer. If the wrinkles are expression lines ("crows feet") - you might consider Botox for them.
