NO: Heat may make it feel better because it tends to relax tight muscles and have a soothing effect but will not help to heal a partially torn acl. If this is an acute injury with swelling would recommend you use ice instead of heat.

Superficially: It might help, but probably won't get deep into the knee. It's not going to do anything to help heal the ACL at all.
