What makes some people more prone to red eye in pictures than others?

Looking at flash: The red reflex seen in photos is due to light reflected from the flash to the retina and back to the camera. Red eye can be eliminated by simply moving the flash away from the camera. If this is not possible, have the person look below the camera instead of at it.
