Itchy lumps on head without injury. one has tiny white bump and the other does not but hurts very bad. what is this?

Hard to say : Without actually looking at the rash. Since the bumps are itchy, they may be insect bites of some type, but since one hurts, infection must be ruled out. See you doctor for an evaluation.
