No: In the U.S., sickle-cell testing is not mandatory by any state. In 2010, there was controversial discussion by the ncaa of requiring all african-american athletes at division i schools to undergo sickle-cell testing but this never went forward.

Mandatory testing: Sickle cell is screened at birth in all states. This ismandatory testing. If you are born in the us, sickle screening is mandatory. If you were born elsewhere, and have come to the us, there is no mandatory screening.
