25th percentile: Current weight and her age shows she is at 25th percentile. If she has no medical problem, eating/sleeping, playing and developing normally and is proportionate with her weight/height, there is no need to over-feed her to gain weight. She will do that herself later on--as most kids do these days. It is actually difficult to keep kids in their ideal-weight range. Consult doc. Good luck.

Height?: Overall she is about at the 25th percentile of weight for age. However, appropriate weight depends upon height. Here is a growth chart for your reference: http://goo.Gl/ela0u - as far as gaining weight, you might want to try offering your child food more frequently, for example maybe 6 times a day instead of 4. You didn't mention if you are breastfeeding or what. Get clarification from your doc.

25th%ile is fine : Her wt. Isn't < 5th%ile for her age, so she's not " failing to thrive." 25th-75th %ile is the average range; maybe ask them to re-measure her to see if her weight truly is low for her length. Wt. Gain slows down @ 9 mos., so re-check on the same scale in ~6 wks x2. Start water in an open cup; limit juice to 4-6 oz./24 hrs., formula to 24-32 oz./24 hrs, offer solids 3-5 x/ day, don't force them.
