Varies : Since eruption can start at birth or not until 15m, the variability at any age is wide.I expect a full set of 20 baby teeth by 36m. Before then i ignore the issue.

16: Eight upper and eight lower teeth would be the normal according to the eruption charts. It can vary depending on whether or not the child's development is faster or slower than what is considered "average". The normal range is 14 to 20 teeth.
